我が国での海外人材の育成・活用は、発展途上国の人材育成などを趣旨として実施されてきた外国人の研修制度（1981年）以降、技能研修・実習制度（1993年）を経て、国際協力と国際貢献のための事業として進めてきたと言えます。
今般、我が国の人口減少の見通しや現在の労働力不足、担い手不足の状況を鑑みて、政府は改正入管難民法の成立により、この状況を脱却しながら、我が国の経済活動を発展させるための基盤づくりをはじめました。
今後、この、新たな制度のもと、我が国の海外人材活用事業者には、海外人材を育成し、我が国ならではのものづくりやサービス事業などの維持発展に活用していくことおよび、海外人材の就労課題を解決しながら拡大していくことが求められます。対象者が国内人材であれ、海外人材であれ、経営者の大きな使命の一つが人材の育成だからです。
私たち、海外人材育成促進協議会は、早い時期から職業紹介事業・労働者派遣事業をとおして労働力の需給調整に関わり、併せて海外人材の育成、活用促進に取り組んできた事業者により発足した組織です。
今後も、海外人材の育成促進と海外人材の就労支援、安定した雇用に向けた取り組みを進めてまいりますので、よろしくお願いいたします。

In the future, under this new system, Japan's overseas talented employees will be able to train overseas human resources, utilize them to maintain and develop unique manufacturing and service businesses that are unique to Japan, and to work overseas talent It is required to expand while solving the problem.
Whether the target person is a domestic talent or a foreign talent, one of the big missions of managers is training human resources.
We, the Council for Promoting Overseas Human Resources Development have been involved in the supply and demand adjustment of labor force through employment introduction business and worker dispatch business from the early period, as well as established by business operators who have worked to nurture and utilize overseas human resources It is an organization.

事業内容
- 海外人材の育成支援
- オーダーメイド研修により、海外人材が携わる事業内容に合わせて必要とされる内容の研修・教育を企画し、内容に応じた講師を派遣します。
- 生活関連研修
日本語教育、日本文化教育、日本の法規教育、日本人気質・性格、日本の地域社会など - 就業関連研修
ビジネスマナー研修（電話応対、接客、訪問、言葉遣い、服装など）
就活研修（履歴書・経歴書の書き方、面接の受け方、就活マナーなど） - 管理者研修
マネジメント研修（社会貢献、人材育成、コンプライアンス、組織、会社法など）
リーダーシップ研修（人材登用、コミュニケーション、組織運営など） - 海外人材育成用テキスト作成
事業所毎で海外人材の研修が充実して行えるよう、オーダーメイドで研修テキストを作成します。 - 海外人材のマッチング、派遣事業、人材紹介事業
機械・電気設計、IT関連、住宅デザイン、建築設計などの高度な技術を持った海外人材や技能実習により熟練した技術を身に着けた海外人材とその人材を必要とする事業所のマッチングを行います。
- また、今回の改正入管難民法の成立に伴い、農業・漁業に関する技術を持った海外人材の人材派遣が可能になることを想定して、農業・漁業に携わることができる海外人材の養成を始めました。
- 2019年4月の施行後の就労・雇用支援に向けての準備を、現在進めております。

We will create customized training texts so that our overseas talent training can be done fulfilling at each workplace. - Matching overseas human resources, dispatch business, recruitment business
Matching overseas human resources with advanced skills such as machinery / electrical design, IT related, housing design, architectural design etc, and overseas talent worn by skilled skills with technical internship and business establishments requiring those personnel I will.
- Also, with the establishment of the revised immigration immigration refugee law, we are planning to train overseas human resources who can engage in agriculture and fishery, assuming that temporary staffing of overseas human resources with agriculture / fishery related technology will be possible.
